Mass Dept of Fish & Game/Anne Gagnon (191 &195 Scotland Road) – An RDA to construct a gravel access road for the purposes of forestry and wildlife management.
Anne Gagnon explained that this property is better known as the Martin Burns property and was previously before the Planning Board for a development. The Fish & Game would like to purchase most of the parcel and the developer would retain 4 acres to develop. There is a need to maintain an existing cart path that is on the “developers” side. The developer has agreed to put in a new cart path that is cleaner and straighter, and would be rarely used by the Fish & Game. However it is within the buffer zone. A forest management plan will be submitted to the Commission annually. Chairman Packer asked that hay bails come around the tip of the road to protect the stream. Mr. Streeter asked about the extra material; the cut material will be moved out of the buffer zone. Chairman
Packer noted that the BVW is accurately delineated for this project, but the Commission is making no ruling on any other resource area. Chairman Packer went to the audience for abutters or residents that had any questions; there were none. Chairman Packer entertained a motion to close the public hearing. Mr. O’Connell made the first motion to accept the project as presented and Mr. Cunningham made the second motion; all in favor.
